Dennis, I was downloading from LoTW and realized it wasn't what I meant to be doing, so I terminated the process. Now when I try to download from LoTW, I'm getting this error. I tried reinstalling the latest update, but that didn't fix it. 73 Doug W5GA

I'm pretty sure it is coincidence. LoTW went down between the time you aborted and tried again. ARRL has been throwing server errors which LOGic does not trap properly. Proper trapping and reporting will be in the next release.
You may be able to verify and get the complete error by going to LoTW on the web. At least that's the way it was when I was testing.
