I agree there is a need for this. However, it is not as simple as alerts. For alerts, there is one record defining each alert. I can simply add a field noting the last time an alert was sent, and use that to determine if I need to send it again or not.
For spots, there is no such definition.
There is a mechanism that prevents the SAME SPOT by the SAME STATION from being posted twice in a five-minute window. That was done primarily to keep duplicates from showing up0 when monitoring a packet cluster in unconnected mode. I think the same algorithms could be used. I'll look into it.
