The issue I'm having is that the states occasionally appear incorrect in the spot log. Not all the time but often enough to be annoying.

So, after reading through some old post I think I have half of my answer figured out.

The spot log gets it state information from the spotting source, in telnet to N6WS cluster node. Assuming my understanding is correct, then the erroneous state info is coming from the cluster node.

Is my understanding correct?

Yes, my understand that is correct. Have you tried other nodes to see if you get the same results?
