For the NAQP contest, the Virgin Islands are, I guess, a state. But on the contest form for NAQP it is not possible to add VI as a state. What to do?

In the same theme, what about DC - that’s used in the NAQP? (I just stuck the contact in MD. I do see that the STATE is solely for tracking US states for WAS. I hadn’t noticed that before.
