Briefly ... in Logic, you need to use "Tools, Export log data" to create a copy of your contest QSOs in "Cabrillo format", and then, using your normal email program, email that file to the ARRL as an attachment.

Before you export you QSOs, there are a few things you need to ensure are correct.
The process starts by making sure you have the correct dates for the contest set in your Logic contest form "Contest Setup" panel. Double check, as you can actually run the contest with incorrect dates, and only find a problem when you come to submit your log - assuming you notice before sending it to the ARRL. Logic uses the "Contest ID" and "Contest start date" and "Contest end date" to create a filter to extract the specific QSOs from your log for the contest. These values are also used to "re-score" the contest.
Your Cabrillo formatted log will be displayed at the end of the export. Check the values in the X-COMMENTS lines and look through the QSOs to see that what Logic has exported is what you expect.
"Cabrillo format" was created by the ARRL, and the design is flexible enough to be used for log submission by any organisation running radio contests. Unfortunately that very flexibility makes it non-trivial to create the submission from a logging program. The issue is usually addressed by providing "templates" to define for the logging program, the format to be submitted to the organisers.
Logic includes such a templating system. Several templates come with Logic, and you can adjust them as needed, or create your own from the standard templates. You will find the templates on the "Cabrillo panel", of the "Contest Setup" panel, in the form Setup dialogue. While most use the standard templates, you can create your own templates for each contest and use them again, year after year.
