The list of ARRL sections is held in the Lists database. You can view it and update it via Tools, Setup, Lists of Valid values.
The ARRL SECT list in my copy of Logic 9 already includes the updates. 9.0.60.
That is, Greater Toronto Area, Ontario, and Ontario N, ... S, ... E are in the list.
You can also simply open Tools, Setup, Lists of Valid Values, double click the "ARRL SECT" name and check the list. Use the filter to filter for "FIELD NAME=ARRL SECT". Setup the filter, and use the COUNT button, there should be 83 - 84 if Ontario has been left in the list.
Just add the missing records for Ontario.
Or, I have attached my list. Use the "Import List" button on the Lists form. Clearly I have never run Sweepstakes. I hope my list is correct.
